Minutes of the Meeting of Sherington Parish Council held on Wednesday 28th October 2015 at Sherington Pavilion Perry Lane, commencing at 7.30pm.
PRESENT: Cllrs I Collinge (Chair), R Johnstone, A Hughes, R Constantine, E Caldwell, W Bush
ALSO ATTENDING: : Hannah Balazs (Clerk), Ward Cllr P Geary and fourteen members of the public.
1. RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE
Cllr Thatcher, Ward Cllr McLean and Ward Cllr Hosking.
2. RECEIVE DECLARATIONS OF INTEREST
None
3. APPROVE MINUTES OF LAST MEETING
The minutes of the meeting held on 6th October 2015 were agreed as a true record and signed by the Chairman Cllr I Collinge
4. RESPONSE TO PLANNING APPEAL FOR PLANNING INSPECTORATE APP/T0435/W15/3133886: LAND ADJACENT TO HIGH STREET - CONSIDER AND AGREE RESPONSE TO MKC
Cllr Collinge gave a brief background of the appeal and the process for the public present and advised any responses have to be sent to the inspector by 2nd November 2015. There is still discussion on the venue for the appeal and we will advise everyone as soon as we know. The planning inspector will receive all the original reports, replies and results of the village poll. Cllr Collinge confirmed this meeting is to approve the response of the PC, and this document is representing the views of the PC.
Cllr Collinge also advised that the PC and MKC have not had any contact with regard to their respective responses. Action: HB
Cllr Collinge asked all fellow Cllr's if they had read and were happy with the draft and all cllrs agreed. This response will be emailed to the inspector by the clerk by Monday 2nd November 2015. The document will be available for the public to view on Monday 2nd November 2015 after 12pm on the village website. Action: IC
5. RECEIVE WORKING PARTY REPORTS AND CONSIDER MATTERS ARISING
5.1 How will the public know about the date for the appeal meeting?
The clerk will put notices on the notice boards, shop, church, pub, school, preschool, and around the village and Cllr Collinge will put on the website. Action: HB and IC
5.2 Will the appeal meeting be held during the day?
Cllr Collinge and Ward Cllr Geary advised this will be held during the day and most probably on a Tuesday.
5.3 How will the meeting flow on the day?
The meeting is an informal meeting and is down to the individual inspector, they normally turn up with the agenda on the day of what they want to discuss and there will be a site visit. The inspector will let everyone have their say.
5.4 Ward Cllr Geary advised that himself and Ward Cllr Hosking have taken advice as they have been accused of collusion after the last meeting and they have taken this very seriously. They support the local councils and they do take it very seriously. Cllr Geary has requested a copy of the signed minutes and would also like a copy of all agendas and minutes from 2012 to present.Action: HB
5.5 John Cook understands an email has been sent to PC regarding bookings at the village hall and would like to note that he has nothing to do with the booking and that they have a very competent booking clerk who takes care of all the bookings. Ward Cllr Geary advised that these emails can cause great harm and will not help the case and will look very unprofessional.
5.6 Jackie Inskipp wants it noted that she has not received anything regarding bookings for the appeal.
6. COUNCILLORS ITEMS
6.1. Cllr Caldwell advised that the electrics in the shop have now been fixed and the problem has now been resolved.
7. PLAN MK
As this was leaked in the Citizen Ward Cllr Geary gave an update and this will be on the Agenda on Tuesday 3rd November 2015. This is a refresh of the core strategy and there are now four options:1. Develop to the west, south west and or south of the city
2. Develop East of the M1
3. One or more Satellite Settlements
4. Intensification and redevelopment of the current urban area.
The next stage of consultation is due to be considered by the cabinet on 9th November where MKC will most likely agree a consultation that will start on 25th November for 12 weeks.
The Ward Cllr's have arranged public meetings where residents can go along and get information on all of the options, the meetings are taking place as follows:
30th November 2015 at 3:30pm in Olney at the Church,
30th November 2015 at 7:30pm in Olney the church
3rd December 2015 at 7:30pm in Moulsoe at the Millennium Centre
8th December 2015 at 7:30pm in Sherington at the Church
6th January 2016 at 7:30pm in North Crawley at the Church
These meetings are vital for people to find out what is happening and to get as many view as possible as this is important as this will be happening in 3 years time.
8. DATE OF NEXT MEETING
The next Parish Meeting will be held on Tuesday 3rd November 2015 at the Village Hall commencing at 7.30 pm. There being no further business the meeting ended at 2015hrs
