  Introduction

  • This page summarises some of the current/recent major Planning Applications in the Sherington area, with links to the detailed information.
     
  • All planning applications are publicised in the Planning Portal on the Milton Keynes Council web site, where full details of these and all other applications can be found. Any member of the public is entitled to comment to MKC, if they wish, on any application. Formal notifications are normally only sent to immediate neighbours, and statutory consultees (e.g. the Parish Council).
     
  • Note that the Sherington Neighbourhood Plan has now been adopted and MKC is now able to demonstrate it has a 3 year housing supply.

Current

  A. 17/03236/REM - Land at High Street - Reserved Matters

  • Barwood Homes has submitted the detailed design for the 36 dwellings in the field owned by R&S Shires (Farmers) Ltd between 65/67 High Street and Hazelmead Farm on the west side of the High Street. The houses will have 2 to 5 bedrooms. 11 of the 36 will be affordable houses. There are fewer 3 bedroom homes than in the outline application.
     
  • Outline permission (14/02002/OUT) was granted on appeal by the Planning Inspector on 22 March 2016, scroll down for details.
     
  • Validated by MKC on 4 January 2018. Determination deadline is 5 April 2018.
     

  17/03418/FUL / 17/03419/LBC - White Hart - Change of Use of accommodation to upper floors to 4 no. lettable rooms and associated en-suite accommodation

  • The White Hart has submitted an application to change the use of the upper floors to 4 more hotel rooms, to add to the 4 in the outbuilding.
     
  • No changes to the car parking is planned.
     
  • Received by MKC on 27 December 2017. Determination deadline is 21 February 2018.
     

  4. 16/03119/FUL - Land to the East of High Street

  • Unlike other applications which are Outline, this is a FULL application for 9 dwellings. There would be 2x2 bedroom, 1x3 bedroom, 4x4 bedroom and 2x5 bedroom properties. The site is immediately opposite (but is smaller than) the site for 36 dwellings that already has outline planning permission (see A). As this is a Full application, if approved, development might start much sooner than others. The applicant is quoting the Appeal Inspector's decision for permitting site A as also applying to this site, as MKC still can not demonstrate a 5 year supply of housing. The applicant has had pre-submission guidance from MKC (16/01795/PRESMA).
     
  • The site lies outside, but immediately adjacent to, the current village development area. It is north of the current isolated row of properties at 18 to 32 High Street at the north end of the High Street. The site is part of the area in the High Street/Gun Lane/High Street triangle that is subject to 'Article 4 Direction'. Article 4 Direction means that minor development, that is normally automatically permitted without the owner needing to apply for permission, requires a formal planning application, as the area has certain sensitive characteristics that are considered worth protecting.
     
  • The application has 11 objections. Sherington Parish Council has also objected.
     
  • MKC Committee Date: not yet publicised. MKC Officer's report/recommendation not yet available. The Determination Deadline was 29 December 2016, and the consultation deadlines have all expired.

  17/02628/FUL / 17/02629/LBC - Single storey extension to kitchen and conversion of first floor bathroom to office

  • The White Hart has submitted an application to undertake the refurbishment of their kitchen etc following the fire earlier this year.
     
  • The plans involve some modifications, rather than a straightforward reinstatement of the original.
     
  • Received by MKC on 2 October 2017. Approved on 27 November 2017.
     

  1. 16/02623/OUT - Land West of 11 Water Lane

  • Outline application for one dwelling in the field between the existing properties at 11 and 23 Water Lane. It is an infill site. The house is for the owner of the site, who is a Sheringtonian, currently living in Castlethorpe, who wishes to return. The access will also provide a more formal passing point for the narrow road.
     
  • The site lies outside, but immediately adjacent to, the current village development area, which only extends up to 11 Water Lane. The forthcoming Neighbourhood Plan extends the settlement boundary further down Water Lane to include Smiths Yard (which is itself proposed for re-development, see 3) which is the more natural limit of current development, but at this point the new boundary has been drawn to be just the width of the road, to deliberately exclude infill on either side. The public consultation on the Neighbourhood Plan indicated considerable support for limited infill development, rather than large developments outside the village, and for priority to be given to villagers wishing to return.
     
  • The application has 10 supporters and 2 objections. Sherington Parish Council objected as it is outside the settlement boundary.
     
  • MKC Decision: Permitted. This has breached the Neighbourhood Plan proposals.
     

  3. 16/02614/OUT - Smith's Yard

  • Outline application for up to 9 dwellings to replace the current buildings used for industrial purposes. The site is generally considered to be an eyesore and is 'brownfield'. As Water Lane is only the width of one vehicle, with limited passing points, traffic is a matter of concern to residents. The applicant conducted a week long traffic survey that indicates that the total number of weekly traffic movements will be reduced by the development, although the distribution through the week will be to a different pattern. MKC Highways appear to support the validity of this survey.
     
  • The site lies outside the current village development area, but in the forthcoming Neighbourhood Plan the boundary has been redrawn and includes it as one of two new housing development sites.
     
  • The application has 2 objections, primarily on the grounds of traffic. Sherington Parish Council stated that they 'support the officer in decision making', i.e. neither 'for' nor 'against', despite including the site in the draft Neighbourhood Plan.
     
  • The developer is offering £20k towards village community facilities and £30k towards improvements to Water Lane. The officer's report and recommendation is that the application be approved.
     
  • MKC Committee Date: 16 March 2017 - Decision: approved.
     

  6. 16/03208/FUL and 16/03208/FUL - Small House, 6 High Street

  • FULL application for a single 3 bedroom detached house in the rear half of the garden behind the Small House. It would share the existing entrance. It lies within the village settlement boundary. The Small House is a Category 2 Listed Building. The applicant has had MKC pre-submission advice (16/01264/PRESEMA). The application has been amended since first submission.
     
  • 8 neighbours (everyone surrounding the site) and 2 others have objected. Sherington Parish Council has objected - their comments are in the MKC Officer's report.
     
  • The MKC Officer's recommendation is that the application be permitted. The report dismisses the neighbours' objections on the grounds that the proposal complies with the relevant standards with respect to neighbouring properties.
     
  • MKC Committee Date: 23 February 2017 - Decision: Granted
     

  7. 17/01091/FUL - Removal of condition 2 attached to planning application 14/00876/FUL for the continued retention and use of the village shop - 8B Church Road Sherington Newport Pagnell MK16 9PB

  • The current planning application for the temporary village shop (14/00876/FUL) expires on 31 July 2017. It was granted on 9 July 2014 and extended the original planning application (11/01155/FUL which had a 3 year time limit) for a further 3 years.
     
  • A condition of the outline planning application for 36 houses in the High Street (14/02002/OUT) was that financial support be provided by R&S Shires (Farmers) Ltd to a permanent shop to replace the Portakabin. Despite Shires themselves stressing the urgency in their own canvassing for support in the Parish Poll, this payment has not yet been forthcoming. Given that they have still to apply for full planning permission, a year after outline permission was granted, it does not seem that this payment can be expected any time soon.
     
  • The Parish Council is therefore applying for an extension of permission for the portakabin for a further 3 years.
     
  • MKC Decision Date: 16 June 2017.
     
  • MKC Decision: Permitted. The condition has been removed, and has not been replaced by a further temporary period - therefore the planning permission is now permanent.
     

  9. 17/00931/FUL - Conversion of existing garage to habitable accommodation and erection of a single storey front extension to form garage - 25 Carters Close Sherington Newport Pagnell MK16 9NW

  • This is an extension at the front of 25 Carters Close.
     
  • Two neighbours have objected to the intrusive nature of the extension towards the roadway.
     
  • MKC Decision: Permitted Date: 6 June 2017.
     

  10. 17/01287/FUL - Two Storey Side and Single storey Rear Extension with associated internal alterations - 45 Carters Close Sherington Newport Pagnell MK16 9NW

  • This includes substantial extensions to the house at the side and rear. 45 Carters Close is next to the Village Hall Play Area.
     
  • Revised plans have already been submitted.
     
  • MKC Determination Date: 10 July 2017.
     
  • MKC Decision: Permitted.
     

  11. 17/01360/FUL - New steel portal frame agricultural building - Manor Farm Newport Road Sherington Newport Pagnell MK16 9NN

  • This is another building at the rear of Manor Farm for storage of straw. It is of a similar design to the existing buildings and shielded from view by them. The Parish Council supports the application.
     
  • MKC Determination Date: 12 July 2017.
     
  • MKC Decision: Permitted.
     

  A. 14/02002/OUT - Land at High Street

  • Outline application for 36 dwellings in the field owned by R&S Shires (Farmers) Ltd between 65/67 High Street and Hazelmead Farm on the west side of the High Street. The houses will have 2 to 5 bedrooms. 11 of the 36 will be affordable houses. The applicant has offered financial support towards the cost of a new village shop.
     
  • The site lies outside, but immediately adjacent to, the village development area.
     
  • The application was extremely controversial and resulted in a Parish Poll, where a majority voted against the development.
     
  • MKC decision: Refused. Appeal decision (22 March 2016): Approved.
     
  • The decision was based primarily on the fact that MKC was unable to demonstrate that it has a 5 year housing supply, and this overrides any local planning policies and objections. It creates a precedent for other applications that are similar in nature. The success of the appeal has forced the Parish Council to include this site as a new housing site in the Neighbourhood Plan despite the unpopularity. As the '20 to 40 houses' quota in the MKC Core Strategory has been satisfied, other potential greenfield sites have been excluded from the Neighbourhood Plan, but could still be approved by MKC or on appeal before the Plan comes into force.
     
  • Current status: None of the Reserved Matters have been submitted to MKC yet. Development cannot start until they have been approved.

  5. 17/02153/OUT - resubmission of 17/00206/OUT - Hazelmead Farm

  • Outline application for up to 30 dwellings at Hazelmead Farm immediately north of the site (A) which has already received planning permission for 36 houses on appeal. There would be 8x3 bed, 6x4 bed and 7x5 bed houses for sale, plus 9 affordable houses (6x2 bed, 3x3 bed).
     
  • The site lies outside, but immediately adjacent to, the new village development boundary as drawn in the forthcoming Neighbourhood Plan, but is separated from the current development boundary by site A. It lies further north than application 4 on the other side of the road. The applicant is quoting the Appeal Inspector's decision for permitting site A as also applying to this site, as MKC still can not demonstrate a 5 year supply of housing.
     
  • The application has not yet received public comments. Sherington Parish Council has registered its objection, without stating any reasons. MKC Highways has raised several objections, but have suggested an option might be to link this site internally with the Shires site to the south.
     
  • Received by MKC on 26 January 2017. The Determination Deadline and Statutory Expiry Date is 27 April 2017. Consultation deadlines run up to 2 March 2017.

  2. 16/02217/OUT - Land south of 7 Bedford Road

  • Outline application for up to 16 dwellings in the field between the existing Hillview/Bedford Road properties and the Nursery. It includes a new footpath on the west side of the road to improve road safety. Five houses will be 2 bedroom affordable homes, the others ranging in size from 3 to 5 bedrooms.
     
  • The site lies outside, but immediately adjacent to, the village development area. It is not earmarked for development in the forthcoming Neighbourhood Plan.
     
  • The application has 1 supporter and 7 objections from neighbours. Sherington Parish Council's written comment is simply 'We oppose', without stating a reason. The MKC officer's initial report recommended acceptance, citing similar reasons to those given by the Inspector to support the High Street appeal decision (e.g. MKC could not demonstrate a 5 year housing supply).
     
  • MKC Committee Date: 3 February 2017 - decision deferred. There is an extra consultation on 4 possible routes for the new footpath around the Ancient Monument. Councillors and the Parish Council have to respond by 10 February 2017.
     
  • New MKC Committee Date: 30 March 2017. MKC officers are now recommending refusal as MKC now claim they can demonstrate a 5 year housing supply - a change since the earlier meeting. Decision: refused
     

  5. 17/00206/OUT - Hazelmead Farm

  • Outline application for up to 30 dwellings at Hazelmead Farm immediately north of the site (A) which has already received planning permission for 36 houses on appeal. There would be 8x3 bed, 6x4 bed and 7x5 bed houses for sale, plus 9 affordable houses (6x2 bed, 3x3 bed).
     
  • The site lies outside, but immediately adjacent to, the new village development boundary as drawn in the forthcoming Neighbourhood Plan, but is separated from the current development boundary by site A. It lies further north than application 4 on the other side of the road. The applicant is quoting the Appeal Inspector's decision for permitting site A as also applying to this site, as MKC still can not demonstrate a 5 year supply of housing.

  8. 17/01260/FUL and 17/01261/LBC - Erection of 7 x almshouses - Land North of The Old Rectory And West of School Lane Sherington

  • This application is for 7 2-bedroom properties in the former grounds of the Old Rectory. 3 of these would be Social Rented, the other 4 being Market Housing. The site was cleared without permission a couple of years ago, using a bulldozer that crossed the Village Hall Play Area (again without permission) and demolished the fence owned by the Parish Council, who reported the action to Milton Keynes Council, who ordered the work to stop. There would be a new vehicle access in School Lane.
     
  • The site is in the Conservation Area, and the Old Rectory is a Grade 2 Listed Building. The site is adjacent to the stream running behind the Church Road houses. The application refers to some parking on site, plus on-street parking in School Lane. The plans also show a new footpath into the Village Hall Play Area where there is currently no right of way. The application makes no reference to the Neighbourhood Plan, or the fact that planning permission has already been granted to more housing than judged as being required in the MKC Local Plan.
     
  • MKC Determination Date: 12 July 2017.
     
  • MKC Decision: Refused.
     

  B. 15/02946/OUT - Rickyard and Accessway Land at Hazelmead Farm

  • Outline application for up to 9 dwellings in the northern part of the Hazelmead Farm field (north of application 5) on the west side of the High Street.
     
  • The site lies outside the village development boundary and (unlike site A) is separated from it.
     
  • MKC decision: Refused. Appeal decision: Rejected.
     

  C. 15/02890/OUT - North West of Coney Grey Gun Lane

  • Outline application for up to 14 dwellings in the western half of the Shoulder of Mutton Field by the Gun Lane/High Street road junction.
     
  • The site lies outside the village development boundary and (unlike site A) is separated from it.
     
  • MKC decision: Refused. Appeal decision: Rejected.
